Rezoning petitions are heard by the Area Plan Commission and either the County Council or a Town Council (depending upon the jurisdiction of property). Subdivision petitions are heard by the Plat Committee of the Area Plan Commission.) Variance petitions are heard by the Area Board of Zoning Appeals. An Improvement Location Permit (ILP) is a zoning approval necessary prior to the alteration, change, enlargement, placement, erection or location of any building, structure, improvement, or sign. Single-family and two-family residential development does not require an ILP. Building Permits for single-family and two-family residential can be obtained directly from the Building Department. Most non-residential permits are administered by the Building Department and processed by the County Zoning Administrator and Planning & Zoning staff through the Plan Review process, except for signs, telecommunications towers, and temporary tent/trailer/accessory uses. Those last three types are processed in the unincorporated portions on the County by the County Zoning Administrator and Planning & Zoning staff through the online permit applications below.
